He knows some math that is for certain.. the 7 dimensional thing is not random. a circle is a one dimensional sphere into 2 dimensional space ( a one dimensional, curved line living in a plane). Similarly, a 7-sphere is living in 8 dimensional “octonion” space. The octonions are not just an 8 dimensional space, they are 8 dimensional numbers, just like real numbers. The only dimensions that can act like numbers are 1 (real numbers), 2 (complex numbers), 4 (quaternions), and 8 (octonions, also known as Cayley numbers). So the 3 sphere (living in quaternions) and 7 sphere (living in octonions) are topologicaly VERY important. Anyway, Hopf map is a nice yet nontrivial way for information to be projected from a higher dimensional sphere to a lower dimensional one and back again. The thing is, hopf maps, coincidentally, only work for 3 spheres, 7 spheres and maybe one other, i’m not sure. Anyway, I have read back in his archived blogs and papers in order to try to understand precisely how he interprets cortical activity mathematically, but have yet to find out. His claims definitely pique my interest, but unfortunately it seems I will no longer be able to inquire through direct contact with the inventor, and possibly never be certain as to the substance/veracity of his claims.
